The federal rule is unconditional: any airline-initiated cancellation triggers an automatic cash refund to the original payment method. The airline cannot substitute a voucher, eCredit, travel credit, or miles unless the passenger consents in writing. The 'unless you consent in writing' clause is precise: passive acceptance, silence, or accepting a rebooking does not constitute consent.
Silence is not consent. Accepting an automatic rebook is not consent to a voucher. Cash refund is the federal default.
Why Airlines Push Vouchers Anyway
The economic incentive is large. A voucher costs the airline far less than a cash refund: vouchers expire (typically 12 months), come with restrictions, and are often redeemed against future bookings the airline would have sold anyway. A USD 600 cash refund leaves the airline immediately. A USD 600 voucher might cost the airline USD 50 in incremental margin if redeemed at all. The Response Template That Produces Compliance
Send the following in writing to the airline (email, app message, or written letter): 'I am declining the [eCredit / travel credit / voucher] offered for [flight number] on [date]. Under the 2024 DOT final refund rule (14 CFR Part 259), I am entitled to a full cash refund to my original payment method for the cancelled flight, including all ancillary fees (seat selection, baggage, priority boarding, upgrades, taxes). Please process the refund to my [credit card / bank account] within the federally mandated 7 business days for credit card purchases or 20 calendar days for cash or check. If the refund is not processed within this window, I will file a formal complaint with the DOT Aviation Consumer Protection Division at transportation.gov/airconsumer.'

What to Do if the Airline Maintains the Voucher Position

File a formal DOT complaint at transportation.gov/airconsumer citing the voucher-only practice and the rule violation.

Submit the complaint with all documentation: original cancellation notice, voucher offer, your written demand for cash, and the airline's continued voucher response.

If the airline still does not comply within 60 days of the DOT complaint, file a credit card chargeback for the cancelled portion of the booking.

Most credit card issuers honour chargebacks for cancelled flights with documented refund requests and DOT non-compliance.

If chargeback fails and the amount justifies it (typically USD 200+), file in small claims court.

Why Some Vouchers Are Worth Accepting
The voucher offer is not always a trap. If you would have flown the same airline within 12 months anyway, and the voucher value materially exceeds the cash refund (e.g., USD 800 voucher vs USD 500 cash), the voucher can be the better deal in pure economic terms. The decision is yours and the law protects your right to choose. The trap is when the voucher is presented as the only option or when its true value is low because of restrictions, expiration, or your low likelihood of using it. Voucher Conversion: Can You Switch After Accepting?
If you accepted a voucher under pressure or without understanding your cash refund right, you may still be able to convert. Contact the airline in writing, cite the 2024 DOT rule, and explicitly request conversion to cash refund. Some airlines comply voluntarily. If they refuse, file a DOT complaint citing that the original acceptance was not informed consent (no disclosure of cash refund right). The DOT has been receptive to complaints about non-informed voucher acceptance, particularly for elderly passengers, ESL passengers, or passengers who accepted under time pressure at the gate.
Long-Term Pattern Tracking
