When Airlines CAN Legally Refuse

Even when the airline can refuse compensation, they cannot refuse a refund for cancelled flights. DOT rules require refunds for all cancellations regardless of cause. EU261 also requires a refund or rebooking regardless of extraordinary circumstances.
