Chicago Frankfurt delay EU261 compensation applies to US passengers, but the specific leg and carrier determine eligibility. The EU261 regulation covers two scenarios: (1) any flight departing from an EU member state airport, regardless of carrier; (2) any flight arriving at an EU airport operated by an EU-licensed carrier. Chicago O'Hare (ORD) is not in the EU, so the first rule does not apply on the ORD-FRA leg unless the carrier is EU-licensed. The ORD-FRA-ORD round trip almost always qualifies for EU261 on at least one leg. Lufthansa (EU-licensed) covers both directions. United (US-licensed) covers only the FRA-ORD return. Plan your claim accordingly.

What Counts as Extraordinary Circumstances on ORD-FRA
