When a Bag Counts as Lost
A bag is officially "lost" (versus "delayed") after 21 days without delivery under Montreal Convention. Frontier sometimes uses a longer internal threshold, but the federal rule is 21 days. If your bag has not been delivered after 21 days, file the lost-bag claim.
The 21-day clock starts at the scheduled arrival date, not the date the airline says they started looking.

Replacement Essentials During the Delay
If your bag is delayed but not yet lost, Frontier reimburses reasonable replacement essentials (toiletries, clothing for the duration). Keep receipts. Before 21 days, this is delay reimbursement; after 21 days, it rolls into the lost-bag liability claim.
