Tokyo Narita Delay: Japan CAB Rules for Delayed Flights at NRT

Delayed at Tokyo Narita Airport (NRT)? Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and the Civil Aviation Bureau (CAB) regulate passenger rights at NRT. Passenger Rights at Tokyo Narita Airport (NRT)

Tokyo Narita International Airport (NRT) is Japan's primary international gateway, handling over 30 million passengers annually. When flights are delayed at NRT, Japan's aviation regulatory framework applies. The governing body is the Civil Aviation Bureau (CAB) of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). Japan's Air Carriers Act and the Standard Contract of Carriage for Domestic Airlines provide the passenger rights framework.

Key point: Japan does not have EU261-style fixed cash compensation legislation. Rights at NRT are primarily care-based (information, meals, accommodation, rebooking), with compensation available through civil courts or under carrier policies for specific breaches.

What Japanese Aviation Rules Require During Delays

Japan's aviation regulations and carrier Standard Conditions of Carriage require airlines at NRT to:

  • Information: Notify passengers as soon as possible of delays, cancellations, and estimated departure times. Airlines must make announcements at the gate.

  • Meals and care: For significant delays, airlines are expected to provide meals and refreshments. The MLIT guidelines recommend meals for delays of 2 or more hours for controllable disruptions.

  • Rebooking: Airlines must rebook passengers on the next available flight at no charge for cancellations and significant delays caused by the airline.

  • Refunds: For cancellations or very long delays, passengers are entitled to a full refund of the unused ticket.

  • Overnight delays: Airlines provide hotel accommodation and transport for overnight delays caused by the carrier.

Japan's framework is largely obligation-based through carrier Conditions of Carriage rather than through a single statutory compensation act like EU261. Airlines can be held liable through civil courts if they fail to meet duty-of-care standards.

Japan Airlines and ANA Delay Policies at NRT

Japan Airlines (JL) and All Nippon Airways (NH/ANA) are Japan's two major carriers, both operating extensive international networks from NRT:

  • Japan Airlines: JAL provides meal vouchers for delays of 2 or more hours caused by JAL (not weather/ATC). Hotel and transport for overnight controllable delays. JMB Sapphire and Diamond members receive priority rebooking.

  • ANA: ANA provides similar care for controllable delays. Meal vouchers from approximately 2 hours. Hotel for overnight controllable delays. ANA Super Flyers and elite status members get priority handling.

  • Non-controllable delays: Both JAL and ANA may limit care for weather and ATC delays. Meal provision may still occur but hotel is less certain for non-controllable situations.

Japanese airlines have an exceptional reputation for service and punctuality. Japan Airlines and ANA consistently rank among the world's most punctual carriers. When delays do occur, both airlines are known for proactive communication and passenger care.

When EU261 Applies to NRT Departures

EU261 applies to NRT departures only when the operating carrier holds an EU member state license. Examples:

  • Lufthansa NRT to Frankfurt: EU261 applies. Lufthansa is EU-licensed.

  • Air France NRT to Paris: EU261 applies.

  • British Airways NRT to London: UK261 applies.

  • Japan Airlines NRT to Paris: EU261 does NOT apply. JAL is Japanese-licensed.

  • ANA NRT to Frankfurt: EU261 does NOT apply. ANA is Japanese-licensed.

DOT Refund Rights for US-Bound Flights from NRT

For flights from NRT to the US, US DOT rules apply. Under the DOT final refund rule (effective October 2024), an international delay of 6 or more hours entitles you to a full cash refund if you choose not to travel. This applies to Japan Airlines, ANA, United, American, Delta, and other carriers selling NRT to US routes.

Filing a Complaint About a NRT Delay in Japan

Japan does not have a standalone aviation passenger rights agency equivalent to the UK CAA or the EU national enforcement bodies. Complaint processes in Japan:

  • Airline directly: File a written complaint with the airline's customer relations department. JAL and ANA have English-language complaint portals.

  • National Consumer Affairs Center of Japan (NCAC): The NCAC handles consumer disputes including airline complaints. Visit the NCAC website (in Japanese) for filing information.

  • MLIT: For systemic issues or regulatory violations, contact MLIT's Civil Aviation Bureau at mlit.go.jp.

  • Civil courts: For monetary claims, Japan's civil court system is available but proceedings are typically in Japanese.

Practical Steps at NRT During a Delay

When your flight is delayed at Tokyo Narita:

  • Check the airline app and NRT departure boards for updated flight status.

  • Proceed to the airline's service counter in the departure hall for meal vouchers and rebooking assistance.

  • Request hotel accommodation and transport if an overnight delay is confirmed.

  • Keep all receipts for expenses not covered by airline vouchers.
