When Delta Cancels: Your Basic Rights
Delta is subject to DOT rules like every US carrier. When Delta cancels your flight or significantly delays it (3+ hours domestic, 6+ hours international), you are entitled to a full cash refund to your original payment method. This applies to all fare classes including Basic Economy.
Basic Economy restrictions apply to voluntary changes, not cancellations. If Delta cancels your Basic Economy flight, you get the same refund rights as any other fare class. The "no changes" policy only applies when you initiate the change.

Delta and EU261
Delta operates extensive transatlantic service. Delta flights departing from EU or UK airports are covered by EU261 or UK261, entitling passengers to up to €600 or £520 per person for delays of 3+ hours. Delta flights departing from the US to Europe are NOT covered by EU261.
